Presence of Both DNA & RNA in Chloroplast makes them qualified to self-replication. Chloroplasts, like mitochondria, contain their own DNA. This DNA is inherited from their ancestor—a photosynthetic cyanobacterium that was engulfed by an early eukaryotic cell.
